Hooley transferred from the Northampton Saints to the Exeter Chiefs in 2015, and he made his competitive debut against Clermont Auvergne in the European Rugby Champions Cup. Hooley, who qualifies for the 2018 Americas Rugby Championship thanks to his American grandmother, was selected to the United States national rugby union squad.
On February 3, 2018, Hooley replaced another player and won 17-10 against an Argentina XV for the Eagles. On February 10, 2018, Hooley earned his maiden Eagles cap, this time in a 29-10 victory over Canada, this time as a substitute.
